'With Corona' What's starting from Nov 1st?

With Corona is implemented for 4 weeks and undergoes an evaluation period of 2 weeks. If there are no major variables in the quarantine situation, the second phase will start from December 13th.

From 5 am on the November 1st, a gradual recovery of daily life, the so-called With Corona Phase 1, will be implemented. Private gatherings are possible for up to 10 people in the metropolitan area and 12 people in non-metropolitan areas, and most facilities such as restaurants and cafes are open 24 hours. However, to use high-risk facilities such as entertainment facilities and gyms, you must show a 'vaccine pass'.

According to the Central Disaster and Safety Countermeasures Headquarters, the government will start the first phase of 'with Corona' from the 1st in accordance with the 3-step implementation plan of the COVID-19 phased daily recovery confirmed on the 29th.

First, all restrictions on operating hours for multi-use facilities such as restaurants and cafes have been lifted, allowing them to operate 24 hours a day. However, only entertainment facilities, Collatec, and dance studios, which are high-risk facilities for infection, are restricted from operating at 12:00 p.m. The restrictions on business hours will be lifted from Phase 2 of With Corona.

In order to prevent Halloween events and parties from continuing into the early morning of the 1st, the government set the implementation time of the first phase at 5 am on the 1st.

Since the infection may spread ahead of the College Scholastic Ability Test (SAT), the operating hours limit will be lifted from the 22nd of the following month, the day of the entrance exam.

A vaccine pass is also implemented. In high-risk facilities, you need to show the vaccination pass, which is a proof of vaccination and negative, to enter. These include entertainment facilities, karaoke rooms, gyms, and public baths.

Exempt from vaccination.

Even if they do not receive the vaccine, those under the age of 18, those who have recovered from COVID-19, and those who have not been vaccinated for medical reasons such as allergies can enter without a pass.

However, to prevent confusion in the field, a one-week guidance period is operated. The gym, which is mainly used on a monthly basis, has decided to apply a two-week training period.

Private gatherings can be held with up to 10 people in the metropolitan area and 12 people in non-metropolitan areas, regardless of whether or not they are vaccinated. However, in restaurants and cafes where it is difficult to wear a mask due to eating, etc., the number of unvaccinated persons is limited to four. For example, if 10 people gather at a restaurant in the metropolitan area, up to 4 people who are not vaccinated can attend, and the rest must be vaccinated.

Events and gatherings such as weddings, first birthday parties, funerals, and festivals can accommodate up to 99 people, regardless of whether or not they have been vaccinated. If the number of vaccinees alone is composed, the number will be 499. Measures such as weddings, which allowed up to 250 people to attend, made it possible to proceed with the first stage of With Corona.

Events such as performance halls, sports competitions, and festivals with more than 500 people can only be held after approval from the competent ministries and local governments.

In movie theaters, concert halls, sports stadiums, etc., only those who have been vaccinated can eat and drink. In addition, medical institutions allow visits only to those who have been vaccinated, and facilities used by the elderly, such as senior citizens’ centers, are only available to those who have been vaccinated.

Religious activities are possible up to 50% of the capacity, including those who are not vaccinated. The limit on the number of people will be lifted if it consists only of those who have completed inoculation.

2021 Public holidays in South korea ( Including substitute holidays 2021)

2021 Public holidays in South korea ( including substitue public holiday)

Accordingly, this year, substitute public holidays are newly applied on the 3rd day of Liberation Day, National Foundation Day, and Hangeul Day, which overlap on Saturdays or Sundays, making August 16, October 4, and October 11 rest days.

The 'Public Holidays Act' passed by the National Assembly in June, stipulates that "if a public holiday overlaps on a Saturday, Sunday or other public holiday, it may be designated and operated as a substitute holiday" and operations are delegated to the Presidential Decree.

In November, when there are no public holidays, there will also be no substitute holidays. In December, Christmas coincided with a Saturday, but it was excluded from the substitution holiday.

Substitute public holidays will be applied this year for workplaces with 30 or more employees, and substitute holidays will be applied from next year for businesses with 5 or more and fewer than 30 employees. Substitute holidays do not apply to workplaces with fewer than 5 employees. In some areas, there is also a debate about the holiday gap and fairness.

At the time of the passage of the law, it was reported that substitute holidays were applied to all public holidays, but the government decided to expand the application of alternative holidays only to 'national holidays' except for Sakyamuni's birthday and Christmas after consulting with relevant ministries and collecting opinions from related groups. did.

The social distancing adjustment plan will be implemented for two weeks (October 18-31).

Religious facilities will increase the number of worship services centering on those who have completed inoculation, but the prohibition of small groups, meals, and accommodations will be maintained. The accomodation operation restrictions (operating up to 3/4 of the 3rd stage and 2/3 of the 4th stage) that have been applied to the 3rd and 4th lodging facilities will be lifted.

Introduced safe call to 080 Phone nunber entering traditional markets (protecting your personal info)

When merchants and consumers make a call to a market-specific number (080-XXX-XXXX) when entering a traditional market, the access time and phone number information are stored on a separate computerized server, and the information is automatically deleted after 4 weeks.

The Seoul Metropolitan Government will implement intensive special quarantine until December to prevent the outbreak of COVID-19 in traditional markets, where there has been a recent mass infection among merchants, and to minimize the spread of infection to the community by responding quickly even if there is an infected person.

Introduced safe call access list system to traditional markets with more than 100 stores and medium-to-large marekts

First of all, the ‘entrance management safety call’ will be introduced at 108 mid- to large-sized traditional markets where it is difficult to identify visitors, which may cause difficulties during epidemiological investigations. Targets include large-scale traditional markets with more than 100 stores and large floating populations, traditional markets with joint workshops such as meat processing and manufacturing, and markets with many foreign workers.

When merchants and consumers make a call to a market-specific number (080-XXX-XXXX) when entering a traditional market, the access time and phone number information are stored on a separate computerized server, and the information is automatically deleted after 4 weeks. In fact, in the case of traditional markets, handwriting lists are not well managed and accurate information is often not left, making it difficult to conduct epidemiological investigations when a confirmed case occurs.

The city said that an average of 655,000 visitors a day to the 108 markets where the safety call was introduced. In particular, it is possible to quickly investigate street vendors, mobile merchants, short-term workers, foreigners and delivery workers, which were previously difficult to obtain information. It will help prevent the spread of COVID-19, he said.

In addition, he added that it will prevent leakage and theft of personal information due to the creation of a handwritten list, and increase the efficiency of quarantine management by making it easy to use even for the elderly who have difficulty using QR codes.
